Passports are issued by the Department of Internal Affairs and are necessary for international travel. Outside of New Zealand, the only New Zealand passport offices that can issue passports are in London or Sydney.

New Zealand embassies, high commissions, and consulates do not issue passports.
You may need to be prepared to delay your travel while a replacement passport is sent to you. Contact your travel insurer to alert them to the situation. Some insurers may require a police report.
If your travel is urgent and within the next three days, we may be able to help you get an Emergency Travel Document (ETD). Only some New Zealand offices issue ETDs. They are more expensive than urgent passport applications.
In many situations it will be better to apply online for an urgent passport, even if your travel is within 3 days.
If you have three or more days before you travel, you should always apply for a passport.
An ETD is issued in emergencies where you need to travel and can’t get a passport in time. It can’t be used for travel to every country, and it isn’t valid for as long as a passport. It may change the visa requirements you need to meet to enter a country.
You need to return your ETD when you have completed your trip and apply for a new passport.
